The disabled veteran license plate program in North Carolina is administered through the North Carolina Division of Motor Vehicles (DMV). The plates feature distinctive markings that set them apart from standard registration plates. The design typically includes veteran-specific imagery and colors that make the plates recognizable to other motorists and law enforcement.
Understanding how these plates work requires learning about several components: who the program serves, what documents are needed, how the registration process functions, and what benefits or recognitions may accompany the plates. This guide provides information about each of these areas so you can understand the program's structure and requirements.
The program reflects North Carolina's commitment to honoring veterans. As of recent data, North Carolina is home to approximately 700,000 veterans, making it one of the states with a significant military population. Within this population, many veterans carry service-connected disabilities ranging from visible injuries to non-visible conditions affecting their daily lives.
Practical Takeaway: Before pursuing disabled veteran license plates, understand that these plates are a recognition tool available to veterans meeting specific criteria. The process involves the North Carolina DMV, and you'll need to gather certain documentation related to your military service and disability status.
Eligibility Requirements for Disabled Veteran Plates
To obtain a disabled veteran license plate in North Carolina, you must meet specific criteria established by the state. The primary requirement is that you must be a veteran of the United States Armed Forces with a service-connected disability.

A service-connected disability means your disability has a direct connection to your military service. This is typically documented through a disability rating issued by the U.S. Department of Veterans Affairs (VA). The VA assigns disability ratings ranging from 0% to 100%, based on how the disability affects your ability to work and function in daily life.
According to VA statistics, approximately 4.6 million veterans in the United States carry service-connected disability ratings. In North Carolina, the number of disabled veterans is substantial, though exact figures vary by year. Common service-connected conditions include hearing loss, orthopedic injuries, post-traumatic stress disorder (PTSD), traumatic brain injury (TBI), and various chronic pain conditions.
North Carolina's program requires documentation of your disability status. This typically means providing proof of your VA disability rating or equivalent military documentation. Veterans with disabilities rated by other branches or military compensation systems may also be considered, depending on the specific circumstances.
Residency requirements apply as well. You must be a resident of North Carolina to register a vehicle with disabled veteran plates in the state. Your vehicle registration address must match your current North Carolina residence.
Additionally, the vehicle itself must be registered as your personal vehicle. Disabled veteran plates are not available for commercial vehicles, government-owned vehicles, or vehicles used for business purposes. The plates are intended for private, personal use only.
Practical Takeaway: Gather your VA disability rating documentation and confirm you meet the residency and vehicle ownership requirements before visiting the DMV. Having these documents prepared will make the registration process more straightforward.
Documents and Information You Will Need
The registration process requires presenting several documents to the North Carolina DMV. Knowing what to bring prevents unnecessary trips and speeds up the process at your local DMV office.

Your primary documentation will be proof of your service-connected disability. For most veterans, this means providing a current VA disability rating letter. This official document from the Department of Veterans Affairs shows your disability rating percentage and confirms your service-connected status. You can obtain a copy of your VA rating letter through the VA website or by contacting your regional VA office directly.
You will also need to present valid identification. Acceptable forms include a North Carolina driver's license, passport, military ID, or other government-issued photo identification. If you're applying for plates on a new vehicle or renewing registration, ensure your ID matches the name on your vehicle's title and registration documents.
Vehicle documentation is required as well. Bring your current vehicle title and registration. If the vehicle is financed, bring documentation showing you are the owner or registered owner. The vehicle identification number (VIN) must be clearly visible or provided on the registration documents.
Proof of residency may be requested. This can include utility bills, lease agreements, mortgage documents, or other official papers showing your North Carolina address. Most documents dated within the last 60 days are acceptable.
If you're applying through a Power of Attorney or having someone else handle the registration on your behalf, you'll need to provide legal authorization documents. A notarized Power of Attorney allows the DMV to work with a representative instead of the veteran directly.
Some veterans may have alternative documentation of disability status. If you don't have a VA rating but have military medical discharge papers or documentation from the Department of Defense, contact your local DMV office to discuss what documentation they will accept.
Practical Takeaway: Create a checklist of required documents and gather everything before visiting the DMV. This includes your VA rating letter, identification, vehicle documentation, and proof of residency. Having complete documentation on your first visit saves time and reduces the need for follow-up visits.

The first step is locating your nearest North Carolina DMV office. The state has multiple regional offices across all counties. You can find office locations, hours, and services on the North Carolina DMV website. Some offices operate by appointment only, while others handle walk-ins. Checking in advance whether your office requires an appointment prevents unnecessary waiting.
When you arrive at the DMV, you'll check in and explain that you're applying for disabled veteran license plates. The DMV staff member will review your documents to verify you meet the program requirements. They will examine your VA disability rating letter, identification, vehicle title, registration, and proof of residency.
The staff member will then complete the appropriate application forms. North Carolina's DMV uses specific forms for disabled veteran plate registration. You don't need to fill these out in advance—the DMV office completes them based on the information you provide and the documentation you present.
You will be asked to provide information about your vehicle, including the VIN, current mileage, and vehicle description. This information is recorded to ensure the plates are issued for the correct vehicle.
The DMV will explain the cost associated with the plates. While registration fees vary, disabled veteran plates may have different fee structures than standard plates. Ask about any applicable fees when you visit.
Once all paperwork is processed, you'll receive your plates. In some cases, plates are issued immediately. In other instances, you may need to return to pick them up after a short processing period. The DMV staff will explain the timeline and next steps before you leave.
If you're renewing existing disabled veteran plates, the process is similar but shorter. You may be able to renew by mail or online, depending on your vehicle's registration status and whether any changes need to be made.
Practical Takeaway: Call or visit the North Carolina DMV website to determine your nearest office location and whether an appointment is needed. Plan to spend 30 to 60 minutes at the office, and bring all required documents to avoid delays.

The design of disabled veteran plates includes patriotic imagery that reflects military service. The plates typically display the words "Disabled Veteran" prominently, along with the North Carolina state name and seal. Colors are often red, white, and blue to honor military tradition. This distinctive design makes the plates instantly recognizable to other motorists and law enforcement officers.
The plates themselves are standard size and fit all North Carolina vehicles. They must be displayed on your vehicle in the same manner as standard license plates—one on the front and one on the rear, unless your vehicle is designed differently (such as motorcycles, which display one plate on the rear).
