The Escambia County Utilities Authority (ECUA) provides water and wastewater services to residents and businesses in the Pensacola area. ECUA bills arrive monthly and typically show your water usage, the charges for services, and the total amount due. The bill also displays a due date, which is usually about 20 days after the bill is issued. Understanding your payment options helps you manage your account more effectively and avoid late fees or service interruption.
Payment methods have changed over time as technology has advanced. What was once limited to mailing checks has expanded to include online payments, phone payments, automatic bank transfers, and in-person options. Each method has its own timeline for processing and benefits.
The ECUA serves approximately 130,000 water customers and 95,000 wastewater customers throughout Escambia County. With such a large customer base, the utility has invested in multiple payment systems to meet different needs. Whether you prefer digital convenience or traditional methods, information about these options is available.
Practical Takeaway: Review your ECUA bill to find all the payment method instructions and the due date. Having this information before you need to pay prevents confusion and helps you choose your preferred method in advance.
Online Payment Through the ECUA Website
ECUA offers an online payment system through its official website at ecua.com. This method allows you to pay your water bill from your computer or mobile device without leaving home. To use online payment, you need your ECUA account number, which appears on your monthly bill, and either a valid credit card, debit card, or bank account information.

The online payment process typically takes a few minutes. You log into the payment portal, enter your account number, review your bill amount, and select your payment method. The system then processes your payment and provides a confirmation number. This confirmation number serves as proof of payment and is valuable to keep for your records.
Online payments are processed within one to two business days when made during normal business hours on a weekday. If you pay online over the weekend or after business hours, processing may take slightly longer. This timing is important if your bill is due soon, as you should pay a few days before the due date to ensure the payment reaches ECUA in time.
One advantage of online payment is that there are no additional fees charged by ECUA for using this method. You pay only your bill amount with no convenience charges added. The system is secure and uses encryption to protect your financial information during transmission.
Another benefit is that online payments create a clear record. Each transaction is documented with a timestamp and confirmation number. If a payment ever fails to process correctly, you have proof of your attempt to pay. This documentation can be helpful if there's ever a dispute about whether a payment was received.
Practical Takeaway: Save your payment confirmation number by taking a screenshot or writing it down. Keep these records for at least 12 months in case you need to verify that a payment was processed correctly.
Phone and Automated Telephone Payment System
ECUA provides a phone-based payment option through an automated system. You can call the ECUA customer service number to pay your bill over the phone. The automated system guides you through the payment process by asking for your account number and payment information. This method works 24 hours a day, seven days a week, which makes it convenient for people who prefer to pay outside of normal business hours.

To pay by phone, you need your ECUA account number and either a credit card, debit card, or bank account information ready. The automated system will walk you through each step, confirming your information before processing the payment. The entire process usually takes about five to ten minutes.
Like online payments, phone payments are processed within one to two business days. The system provides a confirmation number that you should note and keep for your records. The phone payment system has the same encryption security as the online system to protect your financial information.
Phone payments also do not carry additional fees from ECUA. You are not charged extra for using this payment method. However, if you call during a time when customer service representatives are available, they can also assist you with questions about your bill or account.
The phone payment system is useful if you are not comfortable with online transactions or do not have internet access. It is also helpful for people who prefer speaking with an automated system rather than waiting to speak with a human representative, since the automated system does not require appointment scheduling or phone hold times.
Practical Takeaway: Before calling to pay, gather your account number and payment method information so the call moves quickly. Write down the confirmation number immediately after completing the payment.
Automatic Bank Transfers and Recurring Payments
ECUA provides the option to set up automatic recurring payments directly from your bank account. This method, sometimes called an Automatic Clearing House (ACH) transfer or automatic bill pay, processes your payment on a schedule you choose. You can set up payments to occur on the same day each month, on the same day your bill is due, or on any other date that works for your budget.

To start automatic payments, you need to provide your bank account number and routing number to ECUA. This information is used to withdraw the bill amount directly from your checking or savings account on the date you select. Most people choose to have payments process on or shortly before the due date shown on their bill.
Automatic payments are processed within one to two business days of the scheduled date, just like other payment methods. Many customers find this option helpful because it removes the need to remember to pay each month. The payment happens automatically, reducing the chance of late fees or service interruption due to a missed payment.
You maintain control over automatic payments at all times. If you need to change the payment amount or date, you can adjust these settings. If you want to cancel automatic payments temporarily or permanently, you can do so through the ECUA website or by contacting customer service. You are not locked into this payment method.
Automatic payments do not charge additional fees. You pay only your bill amount each month. This method is one of the most economical options available because there are no processing charges or convenience fees added to your bill.
Setting up automatic payments requires you to trust that the correct amount is withdrawn each month. Since water usage varies seasonally, your bill amount changes throughout the year. Automatic payments typically withdraw the full bill amount shown on your current bill, so you will see different payment amounts during different seasons.
Practical Takeaway: Review your bank statements regularly after starting automatic payments to confirm the correct amounts are being withdrawn. Set a phone reminder for a few days before your bill arrives to review the amount before payment is processed.
In-Person Payment Options and Payment Locations
ECUA accepts in-person payments at several physical locations throughout Escambia County. Customers can pay their bills in cash, by check, or by card at these locations. This option is useful for people who prefer not to pay online or over the phone, or who do not have a bank account or credit card.

The main ECUA office is located in Pensacola and accepts payments during regular business hours, typically Monday through Friday from 8 a.m. to 4 p.m. ECUA also maintains payment drop boxes at several locations around the county where you can drop off payments any time, even outside of business hours. These drop boxes are checked regularly, and payments are processed shortly after collection.
When paying in person with a check or cash, you receive a receipt as proof of payment. This receipt shows the date of payment, the amount paid, and your account number. Keep this receipt for your records until you verify that the payment appears on your account, which typically takes one to two business days.
Payment drop boxes offer convenience for customers who work during normal business hours or prefer to pay when no one is watching. You can place your payment envelope in the secure box at any time. ECUA collects payments from these boxes regularly, and you can call customer service to ask when payments will be picked up in your area.
If you pay at an ECUA office location in person, you can also ask questions about your bill or account at the same time. A customer service representative can explain
