Overview of the Delaware State Housing Authority
The Delaware State Housing Authority (DSHA) is a public agency that works to expand housing options for people across Delaware. DSHA operates under the direction of a board and receives funding through federal grants, bond programs, and state appropriations. The agency works with local communities, nonprofits, and private developers to create and preserve affordable housing. Unlike a private company, DSHA focuses on public benefit rather than profit.
The organization manages several distinct program areas, each serving different housing situations. Some programs target first-time homebuyers seeking down payment support. Others focus on rental assistance for people experiencing housing instability. Additional programs work to preserve existing affordable rental properties or develop new ones. Some initiatives provide support for homeowners facing financial hardship or needing home repairs.
DSHA maintains offices in Wilmington and Dover, with staff available to provide information about available programs. The agency publishes program details, income limits, and other requirements on its official website. People interested in learning about what programs exist can review these materials or contact DSHA directly with questions about specific initiatives.
Practical Takeaway: Start by visiting the DSHA website or calling their main office to learn which program areas match your housing situation. Having a clear sense of your circumstances—whether you rent, own, seek to buy, or need repairs—helps identify relevant programs worth exploring.
Homebuyer Assistance Programs and Down Payment Support
DSHA offers programs designed to help first-time homebuyers in Delaware purchase homes. These programs address one of the largest barriers to homeownership: accumulating enough money for a down payment. Down payments typically range from 3% to 20% of a home's purchase price, and saving this amount can take years for many households. DSHA programs may reduce or eliminate this barrier for people meeting program requirements.

The First-Time Homebuyers Program represents one of DSHA's primary homeownership initiatives. This program provides down payment grants or loans to qualifying first-time buyers. The structure varies by specific program—some offer grants (money you do not repay), while others provide loans with favorable terms. Grant amounts have historically ranged from a few thousand dollars to more substantial sums, depending on the program variant and the home's purchase price.
Homebuyers participating in DSHA programs typically must complete homebuyer education classes before receiving funds. These classes cover topics like understanding mortgages, managing credit, budgeting for homeownership, and maintaining properties. The educational requirement serves multiple purposes: it helps buyers understand the long-term financial commitment of homeownership and reduces default risk for lenders.
Income limits apply to these programs, meaning households earning above certain thresholds may not participate. Income limits vary by household size and are set based on area median income levels in Delaware. A household of four in one county might have a different income limit than a household of four in another county. DSHA publishes current income limits on its website.
These programs often work in partnership with specific lenders. Buyers do not apply directly to DSHA but rather through a participating mortgage lender. The lender coordinates with DSHA to provide the down payment support as part of the overall mortgage package. This means exploring options with mortgage lenders who participate in DSHA programs is an important step.
Practical Takeaway: If you are considering homeownership and have limited down payment savings, research which DSHA homebuyer programs exist and their specific requirements. Contact participating lenders to understand how down payment support works alongside their mortgage offerings. Completing a homebuyer education course—often available through nonprofits, lenders, or DSHA partners—demonstrates commitment to the process.
Rental Assistance and Emergency Housing Support
DSHA administers rental assistance programs designed to help people pay rent when they face financial hardship. These programs address situations where renters cannot meet monthly rent obligations due to job loss, medical emergency, reduced income, or other crises. Rental assistance programs have become increasingly important in Delaware, particularly following economic disruptions.

Rental assistance typically covers back rent (unpaid rent from previous months) and sometimes current rent or prospective rent for specified periods. The amount of assistance and the length of time covered varies by program. Some programs may cover multiple months of rent arrears plus several months of forward rent. Others focus specifically on preventing eviction by addressing critical back rent amounts.
These programs serve tenants of all ages and family structures—individuals, families with children, seniors, and people with disabilities may all be served. Documentation requirements typically include proof of residency, lease agreements, proof of income or lack thereof, and proof of financial hardship. Landlords also provide documentation confirming the rental amount and arrears owed.
DSHA may administer some rental assistance programs directly, while others operate through community action agencies or nonprofit organizations across Delaware. The agency managing the program in your area depends on your location within the state. This means the specific process for submitting information may vary by program and location.
Payment from rental assistance programs goes directly to landlords, not to tenants. This protects both the tenant and the landlord by ensuring funds reach their intended purpose. Landlords must agree to accept assistance funds and maintain the rental property in habitable condition. Some programs include requirements that landlords agree not to evict tenants while assistance is being processed.
Demand for rental assistance typically exceeds available funding. Waitlists may exist during times of high need. Program administrators typically prioritize based on factors such as severity of hardship, threat of eviction, or other vulnerability indicators. Understanding current availability and waitlist status requires contacting the specific program in your area.
Practical Takeaway: If facing rent payment difficulties, gather documentation of your lease, current income, and rent arrears before contacting a rental assistance program. Reach out to programs in your county or region early rather than waiting until eviction proceedings begin. Having clear information about what you owe and why payment became difficult streamlines the process.
Rental Property Development and Affordable Housing Preservation
Beyond individual assistance, DSHA works to increase the overall supply of affordable rental housing in Delaware. This work involves financing the development of new rental properties and preserving existing affordable properties. Understanding these programs provides context for how DSHA influences the broader housing landscape.

DSHA provides financing through various mechanisms to develop or rehabilitate rental properties. The agency may issue bonds to raise capital for lending, receive federal tax credits that can be monetized to fund development, or deploy state appropriations. This financing supports developers building new apartment complexes, townhome communities, or converting underutilized buildings into residential units.
The Low-Income Housing Tax Credit (LIHTC) program represents a significant tool for rental development. This federal program provides tax credits to developers who build or rehabilitate rental housing for low-income residents. DSHA allocates a portion of Delaware's annual tax credits to qualifying projects. Properties receiving these credits must maintain affordability for specified periods—typically 30 years or longer.
When LIHTC properties are developed, they operate with restricted rent levels. Landlords cannot charge market-rate rents; instead, rents are calculated as a percentage of area median income. A unit affordable to households earning 60% of median income means rent cannot exceed a set amount based on that income level. This ensures the property serves its intended low-income populations for decades.
Preservation programs work to maintain existing affordable properties that might otherwise convert to market-rate housing. Property owners may face financial pressures to exit affordable housing programs when financing is paid down or terms expire. DSHA preservation initiatives may provide refinancing, grants, or other support to keep these properties affordable.
DSHA also collaborates on mixed-income developments, where some units serve low-income residents while others serve moderate or market-rate incomes. This approach creates economically diverse communities and provides funding stability for developers. Mixed-income properties may reduce stigma associated with affordable housing and create more integrated neighborhoods.
Practical Takeaway: If you work in affordable housing development or nonprofit housing, learning about DSHA's financing mechanisms and the tax credit program provides insight into funding sources for projects. Understanding how DSHA prioritizes development goals helps identify whether your projects align with agency priorities and what support may be obtainable.
