Overview of Texas Liquor License Types and Their Costs
Texas offers several different types of liquor licenses, and each one has its own set of fees and requirements. Understanding which type of license you need is the first step to learning about costs. The Texas Alcoholic Beverage Commission (TABC) regulates all alcohol sales in the state, and they issue licenses for beer, wine, and distilled spirits under different categories.

On-premises licenses allow businesses to sell alcohol for consumption at their location. This includes bars, restaurants, and clubs. Off-premises licenses are for businesses that sell alcohol to customers who will drink it elsewhere, like liquor stores and grocery stores. The fees differ between these two main categories.
For on-premises consumption, a beer and wine retail license costs $400 per year, while a beer and wine retailer's license (which can serve wine and beer only) has the same fee. A mixed beverage permit, which allows restaurants and bars to sell beer, wine, and distilled spirits, costs $1,125 per year. A private club permit for members-only establishments costs $1,125 annually.
Off-premises licenses carry different price structures. A beer and wine package store license (for off-premises consumption) costs $400 per year. A liquor store license for selling distilled spirits, beer, and wine for off-premises consumption costs $1,125 annually. Some licenses have higher fees based on the location and type of establishment.
Beyond the basic license fee, many locations must also pay local option fees. These are additional charges set by individual cities and counties in Texas. A city or county can add between $1 to $500 per license type, depending on local regulations. Some areas have no local option fees, while others charge significantly more. This is why two identical businesses in different Texas cities might pay very different total costs.
Practical Takeaway: Create a list of what your business will sell and where customers will consume it. This determines whether you need an on-premises or off-premises license, which directly affects your base license fee.
State License Fees Explained
Texas state license fees are the baseline costs charged by TABC for permission to sell alcohol. These fees fund the state's regulatory operations and compliance inspections. The state fees are fixed statewide and do not vary by location within Texas, though they do vary by license type.

For businesses selling beer and wine only (off-premises), the annual state fee is $400. This is one of the lower cost options. If your business wants to sell distilled spirits along with beer and wine for off-premises consumption, the state fee rises to $1,125 per year. For on-premises locations like restaurants and bars serving mixed beverages, the state fee is also $1,125 annually.
Special license types have their own fee structures. A caterer's permit, which allows alcohol service at events, costs $1,125 per year at the state level. Manufacturers, wholesalers, and importers pay different fees based on their production volume or sales. For example, a winery or brewery may pay between $500 to $2,500 depending on the volume of product they make.
The state fees cover several services and activities. Your license fee pays for TABC staff to process your paperwork, conduct background investigations, inspect your premises before and after you open, and monitor compliance with state alcohol laws. It also covers the cost of maintaining the state licensing database and issuing your physical license certificate.
These state fees must be paid annually. A license that expires on December 31st requires renewal payment before that date to keep your business in legal operation. TABC sends renewal notices in advance, typically 60 days before your license expires. If you fail to renew on time, you must stop selling alcohol and may face penalties.
Some special circumstances affect state fees. If you hold multiple licenses at different locations, you pay the full fee for each location—there are no discounts for multiple licenses. If you purchase a business that already has an active license, you may transfer that license, but transfer fees typically run $100 to $300 depending on the license type.
Practical Takeaway: Add the annual state fee to your business budget as a recurring cost. Build in time to renew before your expiration date, as operating without a current license is illegal and carries steep penalties.
Local Option Fees and City/County Variations
Beyond state fees, Texas cities and counties can impose additional charges called local option fees. These are optional charges that local governments choose to add to state license fees. Not every city charges them, but many do. Understanding local fees is critical because they can double or even triple your total cost.

Local option fees vary dramatically across Texas. In some rural counties, no additional local fee exists beyond the state amount. In other areas, especially larger cities, local fees can range from $100 to $500 or more per license type. For example, a beer and wine off-premises license that costs $400 in state fees might cost $400 in Dallas but $800 in Austin if Austin charges a $400 local option fee.
The authority for local option fees comes from Texas Alcoholic Beverage Code Section 11.272. This law allows local governments to impose these extra charges to regulate alcohol sales in their area and to fund local alcohol enforcement. Cities, counties, and precincts can each set their own rates independently.
Local fees often depend on license type and location. A city might charge $200 for a beer and wine off-premises license but $400 for a distilled spirits license. Some cities charge different rates for different types of establishments—a restaurant might pay differently than a standalone bar. A few cities even charge different rates based on the business location within city limits, with premium rates in downtown or commercial zones.
To find your local option fees, contact your city or county clerk's office or visit the city/county government website. Many Texas municipalities publish their fee schedules online. Some post information through their business licensing department. If you cannot find the information online, calling the city or county clerk is the most direct approach. You should request the current fee schedule for the specific license type you need.
Some areas grandfather older licenses, meaning businesses that received licenses before a fee increase do not pay the new higher rate until they renew. Other areas phase in increases over time. When you renew your license, you pay whatever the current fee schedule is for that year—the fees can increase during your ownership.
Practical Takeaway: Before finalizing your location choice, contact your local city and county offices to request the current local option fee schedule. This number must be added to state fees to calculate your true annual cost.
Application Fees, Permits, and Additional Costs
Beyond annual license fees, starting an alcohol business involves several one-time and recurring costs for related permits and approvals. These should be factored into your startup budget, as they are separate from the liquor license fee itself.

A TABC permit application or license transfer requires a filing fee. While the main license renewal is annual, some initial processing costs may occur when you first obtain a license or transfer one to new ownership. These processing fees typically range from $100 to $300. Some license transfers have flat fees, while others are calculated as a percentage of the business sale price.
Most alcohol businesses must obtain a food service permit if they serve any food alongside alcohol. A food service permit from your local health department costs between $500 to $2,000 depending on the size and type of food service. A restaurant kitchen is more expensive than a small snack bar. These permits require health inspections before issuance and annually thereafter.
A sales tax permit from the Texas Comptroller of Public Accounts is required to sell alcohol legally. There is no fee for the sales tax permit itself in Texas, but you must register with the state. However, obtaining this permit involves paperwork that may require professional assistance, potentially costing $100 to $500 if you hire an accountant or business attorney.
Local zoning compliance and location approval often requires fees. Your location must meet zoning requirements for alcohol sales. A zoning variance or conditional use permit, if needed, can cost $200 to $1,000. Some cities charge separate business location permit fees ranging from $50 to $300.
Background check and investigation fees may apply in some jurisdictions. TABC conducts background investigations for all applicants, but this is typically covered in the license fee. However, some cities or counties charge separate investigation fees from
