Overview of Texas Vehicle Title Replacement
A vehicle title is an official document that proves you own your car, truck, or motorcycle in Texas. The title shows the vehicle identification number (VIN), the owner's name, and any lienholder information if you have a loan on the vehicle. Texas issues titles through the Texas Department of Motor Vehicles (TxDMV).

You may need a replacement title for several reasons. Some people lose their original title document. Others have a title that is damaged, faded, or difficult to read due to water damage or wear over time. If your title was stolen, you would need a replacement. Some vehicle owners discover their title has errors in the owner's name spelling, address, or other details. If you bought a vehicle and the seller never transferred the title to your name, you would need to obtain a title in your name rather than a replacement.
Texas processes thousands of title replacements each year. According to TxDMV data, the agency handles over 15 million vehicle registrations and title transactions annually across the state. When you request a replacement title, the state will mail you an official duplicate that is exactly the same as the original.
The replacement process involves submitting a form to the TxDMV along with proof of ownership and a fee. The process typically takes 7 to 10 business days from the time TxDMV receives your completed request. You do not need to visit a vehicle inspection station or take any special tests. This is simply a paperwork process handled by the state.
Practical takeaway: Keep your original title in a safe place, such as a safety deposit box or fireproof safe. If you cannot locate it, do not worry—Texas makes it straightforward to obtain a duplicate.
Step-by-Step Instructions for Requesting a Replacement Title
To request a replacement title in Texas, you will complete Form 14-651, which is the "Application for Duplicate or Amended Title." This form is available on the TxDMV website as a free PDF download, and you can also obtain copies at any county tax assessor's office where vehicle titles are processed.

Start by filling out the top section of the form with your personal information. You will enter your full name, current mailing address, and phone number. If your address has changed since you originally received the title, make sure to use your current address so the replacement title reaches you. You will also provide the vehicle identification number (VIN), which you can find on your vehicle's dashboard, the driver's side door jamb, or your insurance documents.
Next, provide the vehicle information section. Enter the year, make, and model of your vehicle. Include the license plate number if you know it. In the section that asks why you need a duplicate title, select the reason that applies to your situation—such as "lost," "destroyed," "stolen," or "name change." Be honest about your circumstances, as this helps TxDMV process your request correctly.
You must sign the form in front of a notary public. A notary will verify your identity using a valid driver's license or passport and will watch you sign the form. They will then place their official stamp and signature on the document. Many banks, credit unions, and law offices offer notary services for a small fee, typically between $5 and $15. Some UPS stores and FedEx locations also provide notary services.
After the form is notarized, you will need to submit it along with supporting documents. Include a copy of your driver's license or state ID. You will also include the fee—as of 2024, the fee for a duplicate title in Texas is $20. You can pay by check or money order made payable to the Texas Department of Motor Vehicles. Some counties allow online payment through their vehicle title offices.
Send your completed form, notarized signature, copy of your ID, and payment to your county tax assessor's office or to the TxDMV. You can find the mailing address for your specific county on the TxDMV website. Alternatively, many counties now accept requests in person or through mail. Keep a copy of everything you send for your records.
Practical takeaway: Gather all materials before visiting a notary—the form, your ID, and your vehicle information—to save time and make the notarization process faster.
Documenting Ownership and What to Submit
Texas requires proof that you are the registered owner of the vehicle before issuing a replacement title. The state takes this seriously to prevent fraud and ensure that people cannot obtain titles to vehicles that do not belong to them.

The primary document you need is your current driver's license or Texas state ID. This proves your identity and establishes your connection to the vehicle registration. Make a clear copy of both the front and back of your ID card. The photocopy must be legible so that TxDMV staff can read all information.
If you do not have a current Texas ID, you may use a driver's license from another state, a U.S. passport, or a military ID. Some counties may accept additional forms of identification, so check with your specific county tax assessor's office if you are uncertain about what documents they will accept.
If the vehicle title shows a lien (meaning a bank or lender has a financial interest in the vehicle), the lienholder must be notified of the replacement title request. If you currently have a loan on the vehicle, contact your lender to find out their procedures. Some lienholders require that they receive the new title directly from TxDMV rather than through the owner. You can note this information on your application form, and TxDMV will send the title to the lienholder's address instead.
If your original title was damaged by water, fire, or other means, you may choose to submit the damaged title along with your replacement request. This is not required, but it can help explain why you need a replacement. Simply include the damaged title in the same envelope as your other documents.
Some people discover that their original title was never received or was lost in transit from TxDMV. If this happened more than a few months ago, a replacement request is the correct way to proceed. You do not need to file a police report, although you may do so if the title was stolen.
Practical takeaway: Create clear photocopies of all documents you plan to submit and keep originals in a safe location until you receive confirmation that your replacement title has been processed.
Processing Times, Fees, and What to Expect
Once the Texas Department of Motor Vehicles receives your completed replacement title request, the agency typically processes it within 7 to 10 business days. This timeline assumes that all required documents are included and the information on your form is correct and matches the current registration records.

Processing times may be longer during peak periods, such as right after the start of the calendar year or at the end of fiscal quarters when many people handle vehicle transactions. If you submit your request by mail, also add time for the envelope to travel to your county assessor's office and for that office to forward it to TxDMV if necessary. In-person submissions at a county office typically result in faster processing.
The current fee for a duplicate title in Texas is $20 as of 2024. This is a one-time fee that covers the processing and production of your replacement title. If you need the title to be issued to both you and a lienholder (such as a bank), there is no additional fee. Payment must be made by check or money order payable to the Texas Department of Motor Vehicles, or through your county's online payment system if one is available.
The replacement title will be mailed to the address you provide on your application form. Use your current mailing address so there is no chance of the title being sent to an old address. If you are worried about mail theft in your area, consider using a P.O. box or asking a trusted family member or friend to collect the mail at their address temporarily.
Once you receive your replacement title, check it carefully before putting it away. Verify that your name is spelled correctly, the VIN matches your vehicle, the year and make match the vehicle you own, and any other information is accurate. If you spot an error, you will need to submit a correction request using Form 14-651 again, marking the reason as "name change" or "correction of information" as appropriate.
If more than 10 business days have passed and you have not received your replacement title, you can contact your county tax assessor's office
